New TurnKey Elgg version (15.1)

Changes:

  • Updated to Stable version of Elgg (2.3.9)
  • Update redirect to domain in Apache conf so that it will accept IP address - part of #1230. [ Jeremy Davis ]

  • Rebuild to resolve inadvertant removal of mariadb during sec-updates
