apt-get install uucp hangs after displaying "Setting up ssl-cert (1.0.23ubuntu2) ..." on the latest version of Core (downloaded yesterday).
I'm sure there's a simple fix, but my head stilll has trouble wrapping itself around SSL certs. :(

Hmm, strange... I can't reproduce it...
But thanks for posting, and extra brownie points for posting back with a solution! :)
It's also strange because that bug report says that the bug was resolved (as of ssl-cert v1.0.16 - and TKL 11.x/Ubuntu 10.04 has v1.0.23). Perhaps this issue is only triggered when other components are also installed? Also my fairly fresh v11.3 Core machine is a VM (running under KVM - installed from ISO) so perhaps that is a factor?
I also had a look on the Ubuntu bag tracker but the only bug I could find that seemed related was this one. Although the result is slightly different (ie dpkg error as opposed to your freeze).
