I downloaded a clean copy of VirtualBox and the newest LAMP VM. Everything installed correctly and nicely as far as I can tell. I can import the OVF just fine. When I run it, it gets to the loading screen, and says 'Loading initial ramdisk ...' and hangs there forever.
My computer is running Windows 8.1 on x64 ... is there anything I can do to get this to work on my computer? Am I missing something stupid?

I suggest making sure that VirtualBox is set to x64
The OVF is technically built for VMware. Although it does work on VirtualBox you have to manually set the OS to x64 (Debian x64; Ubuntu x64 or Linux x64 should all work). Otherwise VirtualBox thinks it should be providing a 32 bit VM - that's why it gets stuck...
If that doesn't work, make sure that you have CPU virtual extensions enabled in BIOS (Intel calls it VT-x; AMD call it something else I forget OTTOMH).
Hopefully that should get you going...
